Andrew Hill
Professional Experience

From 2006 through 2008, Andrew Hill worked at the University of Dallas during the transition of the Institute for Religious and Pastoral Studies into the new School of Ministry. At the direction of Dr. Brian Schmisek, the Dean, his responsibilities included managing the School’s academic and student affairs. This wide purview included a number of activities, such as all graduate admissions and scholarships, academic advising, the writing laboratory, student disability requests (ADA issues), and privacy concerns (FERPA issues). Hill supervised the School’s staff and conducted their formal evaluations, and he taught as an Adjunct Instructor.

Before moving into academic administration, Hill's higher education professional background began in enrollment management at St. Mary’s University in San Antonio, Texas, and the University of St. Thomas in Houston, Texas. His experience later expanded into student affairs, when he returned to St. Mary's and served as the Associate Dean of Students and as the Director of the Service Learning Center.

Thus, in broad brushstrokes, Hill's prior professional experience in higher education breaks down into three areas: (1) Service Learning; (2) Student Affairs; and (3) Enrollment Management.


SERVICE LEARNING

From 2003 through 2006, Hill was the director of the Service Learning Center, and provided overall leadership for the Center. As the Director, he reported to the Vice President for Student Development, and provided overall leadership for the Center, which assists the university in its mission of community outreach “in extension of service to society.” Hill led the strategic planning and budgeting, and supervised the Center’s five members of the professional and non-exempt staff. He oversaw all of the local, regional, national, and international service and education programs, which took students across town and around the world

While at St. Mary's University, he led several international service and study-abroad trips, including a service trip with a dozen students to Coahuila, Mexico in 2004, and a semester-long study abroad trip with three dozen students to London, England in 2002. Hill has also traveled extensively, including trips through North America, South America, Central America and the Caribbean, Oceania and Europe.

Hill has lectured widely on integrating Service Learning into international education programs, including at the 2004 Conference on International Education Exchange held in November in Santa Fe, New Mexico, and at the 2004 joint conference of the National Society for Experiential Education and the International Consortium for Experiential Learning held in October in Miami, Florida.

During this time, he was also a senior lecturer of law and ethics in the Graduate School, where he taught International Law and Treaties, and International Legal Systems. He is a member of the American Society for International Law (ASIL) and the International Bar Association (IBA); in 2002, he was part of the working groups at the IBA conference that helped shape the final language for the Code of Professional Conduct for Counsel Appearing Before the International Criminal Court.

STUDENT AFFAIRS

His first professional position out of law school was as the Associate Dean of Students at St. Mary’s University, where his responsibilities included reviewing and drafting changes to the student handbook and other agreements. His purview also included analyzing and providing advice and training about compliance with federal legislation (e.g. the Americans with Disabilities Act of 1990 and the Family Educational Rights and Privacy Act of 1974). During this time, he was the Senior Judicial Officer for the University, and conducted over 1,000 formal and informal hearings through the student judicial affairs system. This involved working with campus and city police, prosecutors, outside legal counsel, and lawyers representing students in cases involving theft, drugs, weapons, hazing, and sexual assault.

During his studies at Loyola University School of Law, he completed three legal internships that included researching, reviewing, and providing legal opinions concerning current laws, regulations, and rules related to higher education. At Loyola University (spring 1997) he worked in the Student Affairs Office, and at St. Mary’s University (summers 1995 & 1996), he worked in the Development Office, and later for the Dean of Students. He also had extensive training on legal issues in higher education at programs sponsored by: the College Board; the Association on Higher Education and Disabilities; and the National Association of College and University Attorneys. He regularly attended the Annual National Conference on Law and Higher Education, and presented at regional and national conferences, including: the Education Law Association; the Summer Legal Conference of the Texas Association of College and University Student Personnel Administrators; and the Annual Texas Higher Education Law Conference, sponsored by the University of North Texas.

ENROLLMENT MANAGEMENT

In 1988, Hill began his career in higher education in the Office of Undergraduate Admissions at St. Mary’s University. As the Assistant Director of Admissions, he was involved with all aspects of the recruitment and selection of students within the division of Enrollment Management. This work included group presentations, student counseling, national travel, and correspondence with students. His primary travel areas were Houston, St. Louis and central Texas, where he visited high schools, held receptions, and conducted individual family financial aid sessions. He also edited the direct mail student newsletter “In Touch,” which included writing articles, taking photographs, and overseeing the printing and mass mailing.

At the University of St. Thomas, Hill began in the Admission Office in 1992 as a Transfer Counselor, but after three months was promoted to Associate Director. His responsibilities included managing all aspects of the recruitment and selection of traditional high school seniors. This included overseeing statewide travel; advising and assisting the Assistant Directors on their projects and programs; assisting in the editing of direct mail pieces, including the primary viewbook; and counseling students. While on the Student Retention Committee, he wrote: “Student Retention at the University of St. Thomas: An Analysis of the Major National and Institutional Retention Factors, and Recommendations for Increasing Student Retention.”

In 1993, Hill received one of only five national grants from the Fund for the Advancement of College Admissions Counseling, a fund established and administered by the National Association of College Admission Counselors. He used the grant to start a group which was comprised of admission and financial aid counselors from area colleges and universities who formed a "living encyclopedia" that proved to be a valuable asset to Houston area high schools. As Executive Director, his purview included: recruiting volunteers, fund raising, financial budgeting, marketing, scheduling visits and workshops, and coordinating the group’s efforts with other education organizations. After a year getting the non-profit organization started, Hill began law school in 1994.
